Why am I not seeing all of my Jira transitions in the Resolve with dropdown?

If you're configuring Custom Requests, the Resolve with option only allows you to choose Jira transitions that can be accessed directly from the initial state of the ticket after the request is created. See 📄 Enabling Custom Requests

To resolve tickets in this flow, you need to create a Jira resolution transition that can be accessed directly from the initial state of the ticket after it's created.
